According to Kwasi Kwarteng, the ministry's Public Relations Officer, the entire cost of not implementing the program much outweighs the expense of implementing it.

According to him, if the flagship initiative is not implemented, the country risks losing hundreds of thousands of its young people.
"The long-term cost of not implementing Free SHS has very dire consequences for us as a nation because it means that every year, approximately 100,000 students will not have access to education up to the secondary level, which will be dangerous for the socio-economic transformation that we seek to achieve." "We should have the conversation in the correct perspective, given the current expense that we bear as a nation," he remarked.

The comment by Kwasi Kwarteng comes as pressure mounts on the Akufo-Addo government to reassess the policy, with the latest coming from the Chairman of the National Development Planning Commission, Prof. Stephen Adei.

Prof. Stephen Adei says that the program's GH7.6 billion investment over the last five years has taken a toll on Ghana's economy.

Other civil society organizations have also called for a review of the program, with some suggesting that it be limited to people who are truly poor and unable to pay for their secondary education.
